the textbook contains a summary of the authors ' research on the formation of sustainable integrated structures of regional and sectoral type. A system of expert models for ranking operational measures for correcting the development of the system and strategies in a highly dynamic environment is proposed. The models are based on matching the interests of business entities in the cluster. When harmonizing the interests of participants in a regional-industry cluster, the phases of the structure's life cycle are taken into account. The use of models is considered on the example of a regional construction cluster. The proposed material is a development of the theory of strategic management and its applied use. The textbook material may be of interest to undergraduate, graduate, postgraduate students and practitioners in solving problems of optimal or rational management of integrated systems.
